Transfer the hardware, firmware and test definition together. A board that can be assembled is not yet a complete production package.

Agree the inputs, responsibilities and acceptance

Worked example
Turn the checklist into an engineering decision
Example: a firmware update that changes a protection threshold also needs an updated test limit. Releasing only the binary leaves manufacturing unable to verify the intended behavior.

- List the missing file or unresolved decision
- Assign a customer or supplier owner
- Record the proposed action and approval needed
- Identify the affected revision and target build
- Carry open items into the pilot release decision
